I'm searching a today+ emulator for my pc to test skin and other, so I don't spent too much time to sent my files on my pocket pc. Does that exist?

There is no specific TodayPlus emulator.
You could use the PocketPC emulator which is shipped with Microsoft Embedded Visual C++ 4.0, I imagine. Personally, I don't find it too onerous to move files around, except when I get dragged into tweaking coordinates of text and images to get just the right look...
