How Do I Install?

I feel like a dummy, but I can't install the program.  Can anyone post a step-by-step walkthrough?  I've installed dozens of other programs on my Ipaq 4355 without a hitch, but this one just won't go.  I just can't find the 'config' program mentioned on here.  I did run the *.net link as directed.  Thanks to anyone who can help me.

Start-Program- File explorer to go to my device\program Files\TodayPlus
The Config.exe is located there!
