Config.exe doesn't run - just "refreshes"

Just installed the 11 version this morning on a Viewsonic V37 running WM2003.  Needed an alternative for journal bar, heard good things about this program.  

Had issues with blank spaces for things like weather icons until I found the link suggesting updating the .net framework to SP2, which I did.  Viola, icons and such all show up well.  however, now when I try to run config.exe, it does not launch the config applet.  It brings up the little box with the line spinning around (the "I'm busy hold on" animated icon) and it *does* refresh any changes I do manually in the skin text file, but the config applet itself never launches anymore.

Any suggestions?  I'm in the process of removing / reinstalling a second time now, also removing registry entries, but the first time I tried it, no joy.

I had to rebuild my system after a Hard Reset.  I have the same problem as above.  I have seen several other users reporting that they can not get Config.exe to start even after clearing the registry and installing .net.  I loved Today Plus and still have my custom version 11 skin.  I hope someone can shed some light on what to try to get it running again.  I restored from a backup prior to having today plus installed so I would think this would be similar to a fresh install.

I got it working as you said after a hard reset and a total rebuild.

However, today I got my new HP 5555, and I just finished installing the apps on it.  This time, I couldn't even get the config.exe to run the first time I tried it.  Just get the hourglass spinner and then nothing.  So I have the same problem here, except that on the new HP I can't even get it to start once, so I can't do anything at all.  At least before when it did this on the old Viewsonic V37, I had gotten it to go once, so there were registry entries and such I could modify to make setting changes a little bit.  I can't even do that now...

Brand new fresh install, and it won't work at all.  Running SP2 of the framework, just like I had before, when it would sometimes work on the viewsonic.

Anyone have any suggestions?

I just got my working the hard way.  I used a registry editor to add the config entries by hand.  If you check out my thread from yesterday asking for the registry format it describes the keys and strings.
