Scrolling News - Help!

I've been trying to get my news section to scroll, but no matter what i'v tried i did not succeed. Can anybody help me please ? I've included my skin.txt.

The Logika skin has the scrolling news feature.  You may want to reference that.

I've made some changes but the text still doesn't scroll....
