Time format

Is there a special format for time to have, in region 10 and in region 8 (calendar) the time in 24 Hours format : (14:00  instead of 2:00) ?

If I understand your question correctly you would use something like

"hh':'mm':'ss tt" for 12 hour format and "HH':'mm':'ss tt" for 24 hour format.
