Weather stopped refreshing

About 4 days ago, the weather stopped refreshing.  I deleted all cities and added them back, but no relief.  I cleared the buffer, I deleted citytime files, still no relief.  I have no problem with the RSS updates.  Does anyone have any ideas or suggestions?

Has anyone else seen this problem?  Very occasionally, I am able to get a refreshed weather.  Most of the time it fails.  The cityX.txt files are 0 bytes.  The cityX.txt.time are 22 bytes.  All files are around current time, so I know it is doing something.  I am using the default slider skin on version 0.11.0.
