Weather / RSS Update Problem

I really hope someone has seen this before, and has the answer, cause I ran out of Ideas !!

My Weather or RSS will not update, or should I say, it will not import new info !!   When I clear the buffer of all info, and then do an update, all of the Weather & RSS info refreshes, but it is the SAME INFO as I deleted from the buffer..
The city1.txt says :  this.swLastUp = "01/13/2005  18:51:00";

This info has come back the same exact no matter how many times I have cleared the buffer !!

Here is what I have tried so far :

1)  Empty the Buffer folder (many times)
2)  Tried (4) different skins
3)  Deleted and re-loaded all weather citiy info from config
4)  Un-installed & Re-Installed the TP program

Even after all of this, when I update the weather & RSS, I get the Same Exact info back !!
The only conclusion I could come to is that this info is stored in the registry somewhere, and is put back into the buffer folder instead of the current info..  I've searched the registry, but couldn't find anything !!!!!!

Has anyone seen this before, and any suggestions for me ??   Please Help !!

OK lets run:

PPC:
Disable your AS connection. First clear Buffer, after this delete all temp folders and Temporary Internetfiles on your PPC, Softreset.

PC:
Clear all Temp folders on your PC, after this all Temporary Internetfiles, Reset.

New Synchronisation and you should get the correct data

Just one question :  How does this happen, and how do we prevent ??

Minutes? he he, I have fighting on the same Problem last Summer for one Day  
I have posted the Problem in the German Board, and the Members think Wichtel, the Master, is to Stupid to make clear Buffer but the Problem is more than difficult.

On WM 2003 Devices (not SE) exist a second copy of City.txt in the Windows Directory (Windows\profiles\... I think) and sometimes there is any fault in the Synch, Dont now why. Tody Plus synch the Copy in the Buffer and will show the wrong data. I´m not sure there is a third copy on the PC, because of this the circumstantial procedure.

This is the third that I have heard of this fault worldwide.
