Is a program like Wisbar need for all the great skins everyone is using, or does Today + do that as well?

Is a program like Wisbar need for all the great skins everyone is using, or does Today + do that as well?

Wisbar or icbar is only needed to be able to skin the top and bottom bars of your PocketPC, and replace the standard buttons.  TodayPlus covers everything in the middle (with the exception of the background image, which is determined by your PocketPC theme).
