change of the positions of regions

Here´s my problem: I want change the positions of regions for example the region "news" should be above the tegion "weather". How can I do this? thx

That would depend on which "skin" you are using.  For the Slider "skin" just edit the "skin" and move the RSS feed section and put it above the Weather section.  That should be all you need to do.
