Weather Bug perhaps?

Situation: I am using 0.11 with the default slider skin. I have both weather,RSS and World time turned on. After my device is turned on fro refresh, the weather section disappears showing the owner info then appears again. That is the norm. But sometimes it remains stuck at the owner info and does not refresh to the weather section and i have to manually set it to appear again. If not the owner info ends up appearing in the world time section therefore you see overlapping parts between the world time display and owner info disply but the weather section display is empty. Secondly, i get this "unknown code 28" thing in my weather section, day/night , what's going on?
